Qêni-iyo Bî (/ˈqɘni/ /ˈijo/ [true; honest; sincere; earnest] [tower]) is a subtropical Town located in the Fîthdekî Zone of the Union of Engineers.
The name Qêni-iyo Bî is derived from the Iron Elvish language, as Qêni-iyo Bî was founded by Anghara Brgèdsí, who was culturaly Iron Elven.
Climate
Qêni-iyo Bî has a yearly average temperature of 28°C (82°F), with its average temperature during the summer being a warm 30°C (86°F) and its average temperature during the winter being a warm 27°C (80°F). Qêni-iyo Bî receives an average of 228 cm/y (89 in/y) of precipitation, most of which comes in the form of rain during the spring. Qêni-iyo Bî covers an area of nearly 5 km2 (2 mi2), and an average elevation of 1826 m (5990 ft) above sea level.
Overview
Qêni-iyo Bî was founded durring the early 11th century, by Anghara Brgèdsí. The establishment of Qêni-iyo Bî was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Anghara Brgèdsí struck deals with nearby nations and communities to establish Qêni-iyo Bî as a prison colony.
Qêni-iyo Bî was built using the conventions of Iron Elven durring the early 11th century. Naturaly, all settlmentss have their own look to them, and Qêni-iyo Bî is no diffrent. The town's buildings feature timber and earth construction, with most buildigns first floors resembling mounds of earth, with subsequent floors appearing as elaborate log cabins, with each building forming a tiered pyramid of sorts fromed from the stack of rectangular, peek roofed cabins. Most wooden bracing, support, and trim is carved with decorative knotwork, and the larger structures even feature painted trim which emphasises the knotwork.
Qêni-iyo Bî is is constructed arround a series of crampt paverstone mainstreets which form overlapping circles, with smaller strait roads linking the circiles to eachother at varrious points. The town posesses a mighty albit amaturly crafted stone wall. It was built using querried stone blocks and posesses all of the standard defencive features, including a few watch towers. While it would last against a siege, the wall's outdated and simplistic construction method percludes the possability of Qêni-iyo Bî weathering a full scale bombardment durring a siege. Qêni-iyo Bî's budget focused millitary grade defenses are in an unremarkable state. To some, this is the ideal sate for defences to be in. In need of absoutly nothing, and ready to serve the town as needed.
Before you’ve even set foot into the heart of Qêni-iyo Bî, you can smell it. The incense. It hangs about the town like a cloud. Monks, priests, and clerics are everywhere, all dedicated to the same divine, all performing the same rituals to bless and anoint buildings, streets, people, animals, you name it they are or have blessed it. The same holy symbol is everywhere too. Its on buildings, on people, and even branded into livestock. This certainly loves its divine. Asside form the revrent worship, you can see the citizens are preparing for something, and that something isn’t good. Weapons are worn openly. Defensive structures have been recently constructed to guard less used areas of the town. Merchants seem very eager to sell their wares at discount prices. Something is coming.
Civic Infrastructure
Qêni-iyo Bî has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Qêni-iyo Bî. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Qêni-iyo Bî's parks.
Qêni-iyo Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Qêni-iyo Bî.
Qêni-iyo Bî has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Qêni-iyo Bî has a Guild of Nurses, which is tasked with caring for the elderly and infirm in accordance with local ordinances, religious values, and customs.
Qêni-iyo Bî has a Department of Firefighters, which is responsible for organizing fire fighting efforts during a fire and enforcing local ordinances relating to fire safety.
Qêni-iyo Bî has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Qêni-iyo Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Qêni-iyo Bî's public wards, blessings, and other arcane systems.
Qêni-iyo Bî possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Qêni-iyo Bî's grid is powered by a god's will and kindness.
Qêni-iyo Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Qêni-iyo Bî's natural decorations nor waterways.
Qêni-iyo Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Qêni-iyo Bî has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Qêni-iyo Bî's chapel was built using a different architectural style from the rest of the town. The style used is inspired by the natural world, characterized by sinuous, sculptural, organic shapes, arches, curving lines, and sensual ornamentation. Common motifs included stylized versions of leaves, flowers, vines, insects, animals, and other natural elements. Decorative elements found on the inside and outside of buildings include intricate mosaic work, curved windows, and decorative trim work. .
Due to the actions of local Kami, autumn is skipped in Qêni-iyo Bî.
The Ice Elemental, Medium near Qêni-iyo Bî are known to be a mutant strain of the creature.
Qêni-iyo Bî's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves drinking to channel Mysticism energies of tier 2 via throat singing.
Economy

Qêni-iyo Bî is a major trade hub, connecting several important cities or resource production areas. It’s probably at an important river juncture, ancient crossroads, or occupying the only safe path through some perilous wilderness. Its position may be important enough that it can survive on trade alone, despite being unable to feed itself with the surrounding land. Such hubs are usually heavily garrisoned by the lord who profits from their tariffs and taxes.
Qêni-iyo Bî has a substantial mill pond located a short distance from town.

History
In time immemorial, reportedly some time during the late 2nd century the Kami spared the town from the rampage of a legendary monster. One of Qêni-iyo Bî's local festivals commemorates this miracle.
